You pay 1/1000th the fine if there is no jail time.

If you steal something you have to also pay back the amount of the theft (you can't use this to make money by stealing).

it doesn't specify that it had to be governmental laws, what about the law of physics in alchemy, of equivalent exchange. just make air into billions of dollars at will.

Not exactly. You're able to break any law, so there are no fines to pay, and you do not have to pay back the amount of the theft. It specifically says that you only have to pay 1 dollar for each day you would have spent in jail.
